Prof. Dapeng Zhang, IEEE Life Fellow Chinese University of Hong Kong (Shenzhen), China David Zhang graduated in Computer Science from Peking University. He received his MSc in 1982 and his PhD in 1985 in both Computer Science from the Harbin Institute of Technology (HIT), respectively. From 1986 to 1988 he was a Postdoctoral Fellow at Tsinghua University and then an Associate Professor at the Academia Sinica, Beijing. In 1994 he received his second PhD in Electrical and Computer Engineering from the University of Waterloo, Ontario, Canada. He has been a Chair Professor at the Hong Kong Polytechnic University where he is the Founding Director of Biometrics Research Centre (UGC/CRC) supported by the Hong Kong SAR Government since 2005. Currently, he is a Distinguished Presidential Chair Professor in Chinese University of Hong Kong (Shenzhen). He also serves as Visiting Chair Professor in Tsinghua University and HIT, and Adjunct Professor in Shanghai Jiao Tong University, Peking University, National University of Defense Technology and the University of Waterloo. He is the Founders, International Journal of Image and Graphics (IJIG) and Springer International Series on Biometrics (KISB); Organizer, the first International Conference on Biometrics Authentication (ICBA); Associate Editor of more than ten international journals including IEEE Transactions and so on. Over past 40 years, he have been working on pattern recognition, image processing and biometrics, where many research results have been awarded and some created directions, including palmprint recognition, computerized TCM and facial beauty analysis, are famous in the world. So far, he has published over 20 monographs, 500 international journal papers and 40 patents from USA/Japan/China. He has been continuously listed as a Highly Cited Researchers in Engineering by Clarivate Analytics (formerly known as Thomson Reuters) for consecutive 8 years (2014-2021) (http://highlycited.com). He is also ranked about 85 with H-Index 123 at Top 1000 Scientists for international Computer Science and Electronics in 2021. Professor Zhang is a Croucher Senior Research Fellow, Distinguished Speaker of the IEEE Computer Society, and Fellows of both Royal Societ of Canada and Canadian Academy of Engineering, as well as IEEE Life Fellow and IAPR/AAIA Fellow. | |
Prof. Shahram Latifi, IEEE Fellow University of Nevada, Las Vegas, USA Shahram Latifi, an IEEE Fellow, received the Master of Science egree in Electrical Engineering from Fanni, Teheran University, Iran in 1980. He received the Master of Science and the PhD degrees both in Electrical and Computer Engineering from Louisiana State University, Baton Rouge, in 1986 and 1989, respectively. He is currently a Professor of Electrical Engineering at the University of Nevada, Las Vegas. Dr. Latifi is the director of the Center for Information and Communication Technology (CICT) at UNLV. He has designed and taught graduate courses on Bio-Surveillance, Image Processing, Computer Networks, Fault Tolerant Computing, and Data Compression in the past twenty years. He has given seminars on the aforementioned topics all over the world. He has authored over 200 technical articles in the areas of image processing, biosurveillance, biometrics, document analysis, computer networks, fault tolerant computing, parallel processing, and data compression. His research has been funded by NSF, NASA, DOE, Boeing, Lockheed and Cray Inc. Dr. Latifi was an Associate Editor of the IEEE Transactions on Computers (1999-2006) and Co-founder and General Chair of the IEEE Int'l Conf. on Information Technology. He is also a Registered Professional Engineer in the State of Nevada. |

Prof. Li Chen, IEEE Senior Member Sun Yat-sen University, China Li was awarded his PhD in Communication Engineering by Newcastle University of United Kingdom in 2008. Previously, he was awarded a BSc in Applied Physics by Jinan University and MSc in Communication and Signal Processing (with distinction) by Newcastle University in 2003 and 2004, respectively. His PhD thesis title is 'Design of an efficient list decoding system for Reed-Solomon and algebraic-geometric codes'. He was a UK government Overseas Research Scholarship (ORS) recipient for his PhD engagement. After his PhD, he worked as a Research Associate for an EPSRC project collaborated with Cambridge University. After completing his post-doc engagement in Jan. 2010, he returned to China as a Lecturer with the School of Electronics and Information Technology (then School of Information Science and Technology, SIST), Sun Yat-sen University (SYSU). From 2011 and 2016, he became an Associate Professor and a Professor of the University, respectively. From 2013, he became the Associate Head of Department of Electronic and Communication Engineering (ECE). From 2017 - 2020, he was the Deputy Dean of the School of Electronics and Communication Engineering. During 2011 - 2012, he was a visiting researcher with the Institute of Network Coding, the Chinese University of Hong Kong. From Jul. - Oct. 2015, he was visitor to the Institute of Communications Engineering, Ulm University, Germany. From Oct. 2015 - Jun. 2016, he was a visiting Associate Professor of the Department of Electrical Engineering, University of Notre Dame, U.S. Now, he is the Chair of IEEE Information Theory Society Guangzhou Chapter and IEEE Information Theory Society Board of Governors Conference Committee. He is a member of IEEE Information Theory Society Board of Governors External Nominations Committee and CIE Information Theory Society. He is serving as an Associate Editor of IEEE Transactions on Communications. His research interests include information theory, error-correction codes and data communications. Prof. Guojun Han, IEEE Senior Member Guangdong University of Technology, China Professor Han Guojun is a Doctoral Supervisor and serves as the Executive Dean of the School of Information Engineering at Guangdong University of Technology. Alongside these roles, he assumes the position of the Director at the Guangdong Information Storage and Coding Engineering Technology Center and holds the distinction of being a Senior Member of IEEE. He primarily focuses on R&D in error control coding technology, memory devices and systems, intelligent communication, and vehicle networking technology. Professor Han earned his M.S. degree from the South China University of Technology in 2004 and went on to obtain his Ph.D. degree from Sun Yat-sen University in 2011. In the period from 2011 to 2017, he engaged in postdoctoral research and collaborative exchanges at renowned universities, including Nanyang Technological University, Hong Kong University of Science and Technology, Singapore University of Technology and Design, and the University of Sydney. In recent years, he has published more than 60 papers in authoritative journals and international conferences such as IEEEJSAC, TWC, TCOM, and CST. Among these publications, 37 are SCI journal papers, comprising 20 Transactions/Magazine series papers, two papers with an impact factor greater than 25, 11 Q1 papers from Chinese Academy of Science journals, two highly cited papers in ESI, and one highlight paper. Moreover, he has acquired 21 authorized invention patents and successfully transferred four patents. Furthermore, he has earned a second prize in the Guangdong Natural Science Award and a first prize in the Guangzhou Science and Technology Progress Award. Additionally, he has presided over one key project of the NSFC-Guangdong Joint Fund, three general projects of the National Natural Science Foundation, one key research and development project of Guangdong Province, one major scientific research project of provincial ordinary colleges and universities in Guangdong Province, and five horizontal projects of enterprise technical tackling. What's more, he serves as the co-chair of the Workshop for the 2022 IEEE/CIC International Conference on Communications in China. |
Prof. Fary Ghassemlooy, IET Fellow Northumbria University, UK Professor Ghassemlooy obtained his BSc (Hons) degree in Electrical and Electronics Engineering from the Manchester Metropolitan University in 1981, followed by his MSc and PhD degrees in Optical Communications from the University of Manchester Institute of Science and Technology (UMIST) in 1984 and 1987, respectively. He was awarded scholarships from the Engineering and Physical Science Research Council, UK to support his studies. From 1986-87, he conducted research at UMIST, and subsequently served as a Post-doctoral Research Fellow at City University London from 1987 to 1988. In 1988, he joined Sheffield Hallam University as a Lecturer and subsequently advanced to the positions of Reader in 1995 and Professor in Optical Communications in 1997. From 2004 to 2012, he served as an Associate Dean for Research in the School of Computing, Engineering and Information Sciences. In 2012, he assumed the role of Associate Dean for Research and Innovation within the Faculty of Engineering and Environment at Northumbria University in Newcastle, UK. Additionally, he oversees the Northumbria Communications Research Laboratories situated within the Faculty. In 2001, he was awarded the Tan Chin Tuan Fellowship in Engineering by Nanyang Technological University in Singapore to conduct research on photonic technology. He currently holds the position of Editor-in-Chief for the International Journal of Optics and Applications and The Mediterranean Journal Electronics and Communications, while also serving on the Editorial Committees of several international journals. Additionally, he is recognized as the founder and Chairman of the IEEE, IET International Symposium on Communication Systems, Network, and Digital Signal Processing. |
Prof. Yong Yue Xi'an Jiaotong-Liverpool University, China Yong Yue (BEng Northeastern China, PhD Heriot-Watt UK, CEng, FIET, FIMechE, FHEA) is a Professor at the Department of Computing, and Director of the Virtual Engineering Centre (VEC) and Suzhou Municipal Key Lab for Intelligent Virtual Engineering. He was Head of the Department of Computer Science and Software Engineering (2013-2019). Prior to joining XJTLU, he had held various positions in industry and academia in China and the UK, including Engineer, Project Manager, Professor, Director of Research and Head of Department.
Professor Yue has experience in learning and teaching, research and enterprise as well as management. He has led a variety of research and professional projects supported by major funding bodies and industry. He has also lead curriculum development at both undergraduate and postgraduate levels. He has over 240 peer-reviewed publications and supervised 27 PhD students to successful completion. |

Prof. T. Russell Hsing, IEEE Life Fellow National Yang Ming Chiao Tung University, Taiwan, China Dr. T. Russell Hsing is IEEE Life Fellow and Fellow for the British Computer Society and SPIE. He accumulated rich R&D experiences of 40 years as technical staff, research/engineering director and executive director through affiliations with Burroughs, Xerox, GTE Labs, and Bellcore/Telcordia/Ericsson since 1977. He is currently Chair Professor with National Chiao Tung University in Taiwan, and Advisory Council Member for Harvard Business Review. During his tenure at Telcordia, he has co-established two significant R&D centers in Taipei (Taiwan), and Poznan (Poland). Both centers focused on advanced ICT partnering with local institutions to win significant contract funding from both commercial and local government sources. He has held visiting positions at numerous universities around the globe including Taiwan, US, China, India, Singapore, Korea, and Hong Kong. He is also serving as Board Director/ Board Advisory/Mentor for several academic spin-offs. He had been Board Member for the Open Fog Consortium in 2016-2018. He has been teaching the courses of “Technology Entrepreneurship: From IP to IPO” (since 2014) and “Internet Economics” (since 2017) during past years. His research interests include Fog/Edge Computing & Networking, Vehicular Telematics & Services, Wireless 5G and Beyond, and Next Generation IoT Services and Applications, and Academic Spin-offs. |

Prof. Morelos-Zaragoza, IEEE Senior Member San Jose State University, USA Robert H. Morelos-Zaragoza was born in Houma, Louisiana, U.S.A. He received the BSEE and MSEE degrees from the National Autonomous University of Mexico (UNAM) in 1985 and 1987, respectively, and the PhD degree in Electrical Engineering from the University of Hawaii at Manoa, in 1992. He was an Assistant Professor at Instituto Tecnologico y de Estudios Superiores de Monterrey (ITESM) of Mexico in 1992-1993. In 1993-1995, he held postdoctoral positions at Osaka University, Japan, and Nara Instutue of Science and Technology, Japan. Robert was a research associate of Imai Laboratory of the University of Tokyo, in 1995-1997. During the period 1997-1999, he was a staff member of the Channel Coding Group of LSI Logic Corporation. In 1999-2002, he was a researcher of Sony Computer Science Laboratories (Sony CSL) in Tokyo, Japan. Robert joined the faculty of the Department of Electrical Engineering of SJSU, as an associate professor, in August 2002. Since 2004, he has been a consultant for companies such as Intel, SanDisk and Iberium on applications of error correcting coding to high-reliability memory servers, flash memories and digital TV broadcast receivers. His research interests include error correcting coding (ECC/FEC), advanced digital communication receiver design, software-defined radio (SDR), space-time signal processing techniques and ultra-wideband (UWB) communication systems. Prof. Morelos-Zaragoza is a senior member of IEEE, and member of IEICE (Japan) and of Eta Kappa Nu. |

Prof. Miaowen Wen, IEEE Senior Member South China University of Technology, China Dr. Wen was born in 1987. He received the B.S. degree from Beijing Jiaotong University, Beijing, China, in 2009, and the Ph.D. degree from Peking University, Beijing, China, in 2014. From 2012 to 2013, he was a Visiting Student Research Collaborator with Princeton University, Princeton, NJ, USA. From 2019 to 2021, he was with the Department of Electrical and Electronic Engineering, The University of Hong Kong, Hong Kong, as a Post-Doctoral Research Fellow. He is currently a Professor with South China University of Technology, Guangzhou, China, and a Distinguished Professor with Nantong University, Nantong, China. He has published two Springer books entitled Index Modulation for 5G Wireless Communications and Index Modulation for OFDM Communications Systems, as well as 220+ research papers, which include 150+ journal papers and 70+ conference papers. His research interests include a variety of topics in the areas of wireless and molecular communications. He is a Senior Member of the IEEE.
Dr. Wen was a recipient of the IEEE Asia-Pacific (AP) Outstanding Young Researcher Award in 2020, and four Best Paper Awards from the IEEE ITST’12, the IEEE ITSC’14, the IEEE ICNC’16, and the IEEE ICCT’19. He was the winner in data bakeoff competition (Molecular MIMO) at IEEE CTW'19, Selfoss, Iceland. He served as a Guest Editor for the IEEE JOURNAL ON SELECTED AREAS IN COMMUNICATIONS and for the IEEE JOURNAL OF SELECTED TOPICS IN SIGNAL PROCESSING. Prof. Ran Cheng, IEEE Senior Member, Founding Chair of IEEE Computational Intelligence Society (CIS) Shenzhen Chapter Southern University of Science and Technology, China Dr. Ran Cheng is currently a tenured Associate Professor with the Southern University of Science and Technology (SUSTech), China. He received the PhD degree in computer science from the University of Surrey, UK, in 2016. His research interests mainly fall into the interdisciplinary fields across evolutionary computation and other major AI branches such as deep learning and reinforcement learning, aiming to provide end-to-end solutions to optimization & modeling in scientific research and engineering related applications. Prof. Tang Liu Sichuan Normal University, China Tang Liu is currently a Professor and vice dean of College of Computer Science at Sichuan Normal University where he directs MobIle computiNg anD intelligence Sensing (MINDs) Lab. He received his B.S. degree in computer science from the University of Electronic and Science of China in 2003 and the M.S. and Ph.D. degrees in computer science from Sichuan University in 2009 and 2015, respectively. From 2015 to 2016, he was a Visiting Scholar with the University of Louisiana at Lafayette.
His current research interests include Internet of Things, Wireless Networks and Mobile Computing. Prof. Pingping Chen Fuzhou University, China The Executive Director of the Joint Engineering Research Center of Digital TV Intelligentization in Fujian Province, Pingping Chen, is a high-level talent recognized by both Fujian Province B and Jieqing. Additionally, she is a Qishan Scholar at Fuzhou University and has been listed as one of the top 2% global scientists for 2023. Her research focuses on optimizing physical layer network coding and channel coding for 5G/6G digital communication technology, industrial data transmission, and intelligent analysis technology. She has also proposed a new multi-user access scheme and conducted long-term research on LDPC and polarimetric code channel encoding and decoding algorithms to establish the original pattern code as the physical channel coding standard for 5G communication physical layer R15-R18. He has overseen two projects funded by the National Natural Science Foundation and one project supported by the National Youth Fund for Natural Sciences. Additionally, he has led over 10 key research and development projects in technology for the Fujian Provincial Department of Industry and Information Technology, as well as special projects in collaboration with the provincial Department of Education focusing on production, study, and research. Furthermore, he has been involved in projects recognizing outstanding young individuals from Fujian Province. His contributions have resulted in one ESI Hot Paper and five highly cited papers according to ESI rankings. Moreover, he has been granted 16 Chinese invention patents along with one U.S. Patent and two PCT patents. Notably, his achievements include winning the best paper award at both the 2020 IEEE ISMICT conference and the 2022 IEEE WTS International conference. |

Assoc. Prof. Jianping Yao Guangdong University of Technology, China Yao Jianping is an associate professor and Guangdong University of Technology Director of the Department of Communication Engineering at the School of Information Engineering. She received her doctorate in South China University of Technology in 2017. The main research direction is wireless secure information transmission, including UAV communication, mobile edge computing and so on. In recent years, more than 10 papers have been published in IEEE TWC, IEEE TCOM, IEEE WCL, IEEE Cl and other authoritative journals and international conferences. Among them, 10 papers have been published in IEEE journals (including 5 Long Articles) , apply for 8 patents of Invention, 7 of which are authorized. He has presided over three provincial-level projects and two municipal-level projects. He has participated in several National Natural Science Foundation projects, National Key Research and development programs, Guangdong key research and development programs and school-enterprise cooperation projects.
